Shouldn&#039;t that be &quot;a series of dams &lt;i&gt;was&lt;/i&gt; built,&quot; and &quot;a chain of ... locks &lt;i&gt;was&lt;/i&gt; created?&quot;

I expect better from an organization such as UNESCO.
