A good point of comparison for your breakdown might be to consider, (as The Canadian Taxpayer's Federation has)the Conservative minority's SPENDING leading up to the arts funding cuts and the ensuing election.

I can't tell if you're suggesting this, but while funding cuts certainly give the appearance of working to balance the budgets, I can't imagine they actually think they'll active that by these cuts. The only thing that's going really going to make a difference to the deficit (we assume exists) is retracting the tax cut, and the Tories don't seem too keen on that.

I think it's a mistake to suggest the arts community in Canada hasn't been making a good case for the economic benefits arts programs have on wealth of the nation. The CBC wrote about efforts the other day:

http://www.cbc.ca/arts/artdesign/story/2008/09/10/culture-election.html#articlecomments

However, as you point out there is a deficit in understanding these effects by the larger community. Coincidently, these arguments are old news in Europe, The Biennial phenomenon pretty much quashed any belief that the arts might now have a huge economic impact as they have remade cultural identities and reinvigorated once poor cities. Of course, if it people don't experience such things first hand it can be very difficult to convince them, that the ideas they're holding on to may need rethinking.

Personally, I think the best way to prevent the cuts is by working to achieve another even smaller minority government, or liberal (or whatever) leadership (which seems unlikely to say the least). The arts community has been very effective in getting media coverage for this issue, but ultimately it's a policy decision. Governments pass unpopular bills all the time, but they tend not to do it if they know it will topple their government.

Thanks for the round up on what's been cut.

My concern with this is, well, first, it's a really clear indication of the fact that the arts aren't a priority for our gov't, and second - is this just an indication of times to come.

Nice breakdown Graeme, thanks for that.

Sincere thanks for breaking this down for me.
Never was and never will be a Conservative voter, but hopefully this news will encourage those who can't be "bothered" to vote to get out there next month.
