I work in Liberty Village (around the corner from the Police Stables) and not only does it smell like horse dung year round, but these mamoth piles of dung are EVERYWHERE.

Why do I have to pick up after my dog, and yet these huge piles that are infinately more offensive, can just sit on the street and sidewalk for weeks until the rain washes them away? Is that ANY better for the sewer system than dog poop?
